You definitely managed to grasp the film noir feel perfectly.
The glowy rotoscoping effect was spectacular as well and definitely adds to the darker atmosphere.
General conclusion: exquisite work, and the frontpage and award are well deserved.

You rotation-tweened to many sprites.
For the next one, try opening ms paint to create a few extra poses for those scenes.
The jokes were pretty nice.
There were a lot of sprite edits. Most notably the one in the icon where Megaman's eyebrows are raised.

The models look pretty great.
Animation doesn't look half bad either.
A flaw I noticed is the slack on the cables holding the mammoth.
The thing probably weighs a few hundred tons.

Graphics: Splendid animation!
Style: Most fluent sprite movie around.
Sound: Perfectly in tune with you animating skills.
Violence: It's the best sprite-animated fight, no, the best animated fight newgrounds has seen up to now.
Interactivity: not the main goal here, but the interactive parts (menu and scene selection) were nicely done.
Humor: Not really the focus here.
Overall: Best sprite movie ever!

Resizing the sprites was pretty damn stupid, don't do it again.
Saving them as Jpegs or gifs before importing them was even MORE stupid, now they're all dithered!! Save your sprites as PNG's before importing them
Style: I interpret this factor as the "animation" factor here, and your animating skills are pretty damn excellent!
Sound: Everything here is Great as well!
Violence: Meh, some fighting, nothing too gory or bloody.
Interactivity: NONE
Humor: NONE
Originality: NONE. It's a battle between X and zero, the 16 bit versions... AGAIN. Next time, be more original about the overall setting.
